Plenary Theme: Expanding the Circle of Protection*

Since the 2010 elections, members of Congress have been primarily focused on reducing the federal deficit in order to balance the budget. The deficit-reduction proposals Congress is considering could result in the severe cuts to programs for hungry and poor people.

Bread for the World's 2012 Offering of Letters will include several simultaneous "mini-campaigns" in order to respond more quickly to what is happening in Congress. The overall campaign focuses on protecting funding for programs for hungry and poor people. Within this broader campaign to create a circle of protection are four mini-campaigns that address specific legislative topics before Congress:

  • domestic nutrition assistance
  • poverty-focused foreign assistance
  • tax credits for low-income families
  • international food aid

What do the Buffett Rule, the Ryan Budget, the Capital Stock and Franchise Tax, and Sequestration have to do with hunger? This session will look at the federal and state budget and tax policies that could have a major adverse impact on poor and vulnerable people. Discussion will also include a review of federal tax credits that have helped to move some low-income families out of poverty, including the Earned Income Tax Credit (EITC) and the Child Tax Credit (CTC).
